Owner-Occupied Housing Rehabilitation Program, Town of Lisle, Broome County
The Town of Lisle is a small rural township located in the northwest corner of Broome County. Over the years, the Town's economy has weakened, resulting in many households living on limited or fixed incomes. Ultimately the housing stock has suffered due to a lack of available funds for needed housing repairs. Exacerbating this problem is the fact that over a third of the Town's housing was built before 1939. In response to this, the Town of Lisle hired Thoma Development to confirm the need for a Town-wide housing rehabilitation program, and to submit a grant application for Town-wide owner-occupied housing rehabilitation. The Town was awarded $400,000 in Community Development Block Grant funds in 2010. At the end of 2012, 15 homes occupied by low-to-moderate income households living in substandard housing will be brought to standard condition. The program has helped to eliminate health and safety risks, make homes in the area more energy efficient and affordable, and has improved the quality of life for many of the Town's residents.
