Phil graduated with a BA degree from SUNY Geneseo. He returned to Thoma in 2013 after a five-year absence. Prior to that time, he was with our firm for twenty years. Phil has attended numerous educational courses over the years to enhance his expertise in the construction field. He is certified by the New York State Building and Code Department and certified through the National Radon Proficiency Program. Phil manages our rehabilitation programs by overseeing work write-ups, contractor bids, and construction on properties in our CDBG and New York Main Street target areas.
