Rehabilitating Homes Street by Street
The Village of Waverly is currently our “southernmost” customer. Thoma began its relationship with the Village of Waverly in the late-1990’s when the Village realized that much of its older housing stock was decaying. Since that time they have been systematically revitalizing their community one neighborhood at a time. Thoma has assisted the Village in capturing three Community Development Block Grant awards for housing rehabilitation in three needy neighborhoods where a majority of the residents are low to moderate in income. To date, the Village has successfully captured CDBG funds in 1998, 1999, and 2002.
The most recent application focuses on an area referred to in the application as the “Howard Street Revitalization Area”. This Village neighborhood is located in the south central portion of the community and includes all or parts of Howard, Broad, Spaulding, and Providence Streets, and Pennsylvania Avenue. A small number of homes in the area have been deemed historic by the State Historic Preservation Office and we have been working on those homes while, at the same time, preserving their historic integrity.
Focusing rehabilitation efforts on a defined neighborhood can create a tremendous impact on that portion of a community, oftentimes resulting in a renewed sense of neighborhood pride and property owners not eligible for assistance fixing up their homes.
